Contributing to Bangladesh’s national climate reporting and strengthening the knowledge base for climate action
Bangladesh’s Third National Communication (TNC) to the United Nations Framework Convention on Climate Change (UNFCCC) represents a comprehensive national assessment of the country’s climate change context, greenhouse gas emissions, mitigation initiatives, vulnerability and adaptation priorities, and other cross-cutting information relevant to achieving the objectives of the Convention.
Bangladesh submitted its Initial National Communication in 2002 and its Second National Communication in 2012. The Third National Communication was published in June 2018, continuing the country’s reporting under the UNFCCC framework.
The TNC was prepared under the leadership of the Government of the People’s Republic of Bangladesh, represented by the Ministry of Environment, Forest and Climate Change (MoEFCC) and the Department of Environment (DoE). The project was implemented with support from the United Nations Development Programme (UNDP) and financing from the Global Environment Facility (GEF).
Engineering Resources International (ERI) contributed technical expertise to the preparation of the TNC, specifically to the chapter:
“Other Information Considered Relevant to the Achievement of the Objectives of the UNFCCC / Cross-Cutting Issues.”
This constituted one of the five principal technical components used to develop the Third National Communication. The other components addressed national circumstances; the national greenhouse gas inventory; programmes and measures for climate change mitigation; and climate vulnerability and adaptation.
ERI’s contribution supported the consolidation and analysis of cross-cutting information relevant to Bangladesh’s implementation of the Convention, complementing the country’s assessment of mitigation, adaptation and GHG emissions with the broader institutional and enabling dimensions of climate action.
The preparation of the TNC was more than a reporting exercise. It brought together government agencies, technical experts, academia, civil society and other stakeholders to consolidate national climate knowledge and strengthen the evidence base for policy and action. The preparation process included stakeholder consultation, technical review and peer review of the component studies.
Through its contribution, ERI supported an important national-level climate policy and reporting initiative, demonstrating the organisation’s capabilities beyond factory-level sustainability and decarbonisation programmes and into climate research, policy analysis, national reporting and institutional climate action.
